There are many available inns, lodging/pension houses, and hotels in Naval, Biliran. I read from one blog that El Roman Inn is probably the cheapest one. It will only cost you PHP160.00 for a night (standard room, no private CR).

I stayed at TJ Lodging House which is located in front of El Roman Inn (beside LBC and Cebuana Lhuiller). The room is okay, water is good. However, it is observable that there are many mosquitoes in the room. I don’t know if it was just my room.
